JANUARY 22, 2008
The monthly meeting of the President and the Board of
Trustees met on January 21, 2008 at 7:00 P.M. in the
Municipal Building. Those present include: President Jim
Morgan, Trustees Brad Williams, Lyle Shoraga, Carol
Huff, Ron Price, and Mike Songer. Trustee Rod Forbes was
absent. Also present were Atty. Colette McCarty, D.P.W.
Rob Bratton, P.C. Pat Carter, Treasurer Cris Perry, and
Clerk Linda Ash.
The meeting was called to order and minutes were read
and approved.
CLAIMS REPORT
There are three additions to the claims report. Ameren
IP-utilities were added to the following departments:
$676.71- Adm., $1483.40-PW, $1200.81-WW, $424.83-SEW.
Also added was $150 to Matt Williams for computer
maintenance, and $2024.67 to Gunther Salt for chemicals
for the water department. Motion to approve the
additions and the claims report made by Trustee Songer,
second Price, all yeas.
TREASURER’S REPORT
There are three CD’s that will mature at the end of the
month. They will be turned over into new CD for a short
term. Also noted on the treasurer’s report, there is a
new line item for Cisco revenue.
There was a large leak at 202 North Jackson. That water
has been turned off since April of 2006. Someone turned
it on. The shut off list contains the same names as
before. One person has a large leak and will be on the
list every month because of the amount of his bill. They
pay the high bills rather than fix the leak. Two
adjustments this month. One for Jim Kitchens but he has
not returned signed paperwork, and one for T. Snyder but
still need an average bill to work with to get a true
adjustment. Motion to approve the treasurer’s report
made by Trustee Shoraga, second Williams, all yeas.
DIRECTOR OF PUBLIC WORKS REPORT
Rob reports looking for the leak. The water department
personnel knew the water was turned off so did not check
that house until after checking all snowbirds and house
on the market. It ran for 5 days.
Rob repair two service lines. Need to replace at least
four lines this year. Hunt St. North St. part of Durfee
St., and part of Wait St. all have service lines. The
sewer lines do not run through those streets.
CHIEF OF POLICE REPORT
Pat passed out the annual report of all police activity
for the past calendar year. Things have been quiet
lately. There have been some problems at Quality
Apartments but he is working with the manager there .
Asked about the grant openings for a new squad car, Pat
reported they have not been opened for this year yet. He
has received word from Miles Chevrolet that the Impala
is not part of the bid for the year. Miles will give a
deal year round.
OLD BUSINESS
The old Vulgamott building is coming down thanks in part
to Mother Nature. Nothing on the Edwards property as
yet.
The Mayor reports that the TIF certification has been
filed in Piatt County and that he has talked to the
Mayor of Fisher about their TIF district. Mr. Schuering
can have an analyst in to explain how the TIF will
affect not only the school, but all the taxing bodies
involved.
Colette has been in contact with Ester Viles about the
Mediacom rental contract but so far no one can come up
with a person to talk to.
ATTORNEY'S REPORT
No report but a closed session will be needed to approve
the closed session minutes to be released. This will be
filed under 120/2 C-21.
Motion to adjourn regular session to move to closed
session at 7:35 p.m. made by Trustee Shoraga, second
Songer, all yeas.
Regular session resumes at 7:40 pm. A motion was filed
by Trustee Huff, second Price to release minutes
approved by council, all yeas.
Copies of construction standards and subdivision
ordinances are available for any contractor who may be
interested. The Board has agreed on a price of $50 for a
complete set of standards for developers or any one else
interested in them.
