Special meeting

A special meeting was held on Jan. 25, 2010 for the
purpose of discussing the drainage plan. The following
members were present: Mayor Lyle Shoraga, Trustee
Williams, Tirpak, Seitz, Price, and Allen. Trustee
Ridgeway was absent. Also present was Clerk Linda Ash
The meeting was called to order by Mayor Shoraga. The
engineer for the drainage project, Tom Overmyer, was
delayed due to weather conditions so the board called a
closed session to discuss personnel-120./2 (C)1 at 6:54
pm.
Regular session resumes at 7:36 pm. Lyle has received an
emergency operations plan from the county. It has been
printed out and placed in binders. He also has an
appointment with a reporter to discuss what has been
accomplished in the last ten years in our Village.
Tom Overmyer presented the drainage plan for the
Village. Tom had a print of the map showing the
projected drainage and retention pond. The first cost
estimate for the plan was in excess of $933,000. This
called for a dry basin retention pond requiring 3-4
acres of ground. The second cost estimate was basically
the same except it called for 24 inch sewer lines
instead of 36 inch lines. This cost estimate is
$688,600. The Village would like a wet pond instead of a
dry pond. In the field, 2 foot manholes, 3 foot deep,
would be needed every 400 feet. The actual project of
laying the pipe would take less than a week. The entire
process will take longer. The village could limit the
number of hook-on's and the size of pipe. The bid
process could take up to three weeks. The village needs
to proceed with preliminary easements.
To fund this project, the village would have to sell
municipal bonds. To finance the repayment of the bonds,
a municipality utility tax could be formed. There were
no CDAP funds allotted to our area but the village fully
intends to re-apply.
There will be another special meeting scheduled for Feb.
8, 2010 at 7:00 for the purpose of drainage, further
discussion of financing in the form of a utility tax,
and for personnel issues.
The first step in this drainage project is securing
easements.
Chief Carter has been able to track down the owner of
the burned property on Madison Street. He works at State
farms Insurance Co. in Bloomington and Pat has his phone
number. Pat has also been in contact with the police in
Connecticut and the owner of property on Adams Street
left no forwarding address.
No further business and a motion to adjourned was
entered by Trustee Williams, price, all yeas.
