The monthly meeting of the President and the Board of
Trustees was called to order at 7:00pm on Monday Feb.
16, 2009.
Those present were President Jim Morgan, Trustees Brad
Williams, Lyle Shoraga, Ron Price, and Mike Songer.
Those absent were Trustees Terry Lovekamp and Carol
Huff. Also present were Atty. Colette McCarty, D.P.W.
Rob Bratton, P.C. Pat Carter. Treasurer Cris Perry, and
Clerk Linda Ash.
Minutes were read and approved by the Board.
PUBLIC FORUM
Fire Chief Randy West asked that someone notify the
County any time the water needs to be shut off in the
Village. The fire department will then have other fire
districts to call on in case there is a need.
Resident C. Eads had a question about the water being
run out of town. He feels the Village needs to know what
their planned use is.
Tom Overmyer from Foth presented the final MFT report
for 2008. The Village had over $54,000 at their disposal
for use and spent over $42,000. The remainder will be
credited in future allotments from the state.
He also talked about the drainage study. He would like
to talk to the Board about alternatives such as a
smaller sewer system that would cost less. They can look
at a value approach as to what the town needs. After a
large rain the plan could look at hours to drain instead
of days to drain.
The library engineer was also at the meeting. They have
a change in plans for the library. This plan is more
affordable. The plan is to drop a line to Wait Street,
put in a basin and trench to collect water. This will
run from the alley to Madison and then runs south to
Wait Street. Can be tied to the sewer at a later date.
This is the best plan for what the library can afford at
this time.
CLAIMS REPORT
Unicare was added and Ameren IP bill will need to be
added to claims when it comes in. Motion to approve
claims and additions made by Trustee Shoraga, second
Songer. Roll call: Trustees Williams, Shoraga, Price,
and Songer, all yeas.
TREASURER'S REPORT
Cd's were renewed. No adjustments for this month. Cris
cannot reconcile the TIF bank account as it is not set
up like the other accounts. The Village is officially
set up on the Illinois E-Pay account. Residents can log
onto Illinois E-Pay.com, search for Cerro Gordo, or more
easily, go to fathill.com and clink on the e-pay icon.
There is a fee associated with this type of payment but
this does not go to the Village.
Water meters were estimated in January but are being
read this month. Motion to approve the treasurer's
report was made by Trustee Williams, second Price, all
yeas.
DIRECTOR OF PUBLIC WORKS REPORT
All leaks have been taken care of. The below-pavement
indicator that was used didn't work-had to chase that
leak until it was found. Also found 4 service lines that
went nowhere. While fixing this leak(at N. Madison and
Carter) Rob was able to get some measurements and found
where the main goes. He can fix the map that shows where
the main is. The leak at East Carter had a saddle rusted
off. There are still 7 more under the highway. The
village will repair the highway this spring.
CHIEF OF POLICE REPORT
Calls are up for the month. Officers are issuing verbal
warnings for stop sign violations for now.
Cisco hours are cut back due to weather. Profit for this
month is $274.19. Pat has an estimate for the windshield
repair-$228.01. The Crown Vic had a collision with a
deer and the police department is currently waiting on
an adjustor.
OLD BUSINESS
Finally received a check from the railroad in the amount
of $3900 for half the cost of tearing down the old
Vulgamott building.
Colette has an agreement with Dennis in regards to the
TIF. He has not paid any tapping fees and has not been
billed. There may be a possibility of waiving this fee.
The fee for sewer is time and material, $500 for a water
tap. The work has been done at Dennis' building.
Edwards Property-That property is listed in a chapter 12
bankruptcy which allows for some options. We need to
know the status that it is in now.
Zoning hearing has been set for Ma. 11, 2009 at the
Village hall. The purpose of this meeting is about a
potential special use at the fairgrounds.
Surveys have been mailed and so far have only received

NEW BUSINESS
The camera for the police vestibule will be budgeted in
for next fiscal year.
Water committee will meet next week with individuals
interested in running water out of town.
Motion by Trustee Songer, second Williams to adjourn
regular session and move to closed session for the
purpose of 120-2/c5, purchase of property. So moved at
7:55 pm
Regular session resumes at 8:05 on motion by Trustee
Shoraga, second Songer.
TRUSTEES REPORT
Trustee Songer has been approached by Jim Burns about
Scout Hall. Currently the Legion pays the gas bill for
Scout Hall and the Village pays the electric. If it is a
burden for the Legion to continue to do so, they can
turn it back to the Village.
