FEBRUARY 19, 2007
The monthly meeting of the President and the Board of
Trustees met at 7:00 P.M. on Monday, February 19, 2007
at 231 E. South Street. Those present were: President
Jim Morgan, Trustees Brad Williams, Lyle Shoraga, Rod
Forbes, Jerry Morris, Don Ritchie, and Mike Songer. Also
present were Atty. Colette McCarty, D.P.W. Rob Bratton,
P.C. Pat Carter, Treasurer Cris Perry, and Clerk Linda
Ash.
The meeting was called to order, minutes read and
approved. There were no sign-ups for the Public Forum
but Fire Chief Randy West did report that the Fire
Department hosted some rescued truck drivers from the
snow storm.
CLAIMS REPORT
The claims report was presented and the following claims
were added:
1. Matt Williams-$125.00(adm)
2. Linda Hector-$150.00(adm)
3. Decatur Springs-$970.92(PW/WW/Sewer)
4. Effingham Equity-$1694.51(PW/WW/Sewer)
5. Electrical Service-$212.35(Sewer)
A motion to approve all claims was made by Trustee
Shoraga, second Ritchie, all yeas.
TREASURER’S REPORT
One adjustment was presented. A motion to approve an
adjustment for a resident was made by Trustee Ritchie,
second Songer, all yeas. A motion to approve the
treasurer’s report was made by Trustee Williams, second
Songer, all yeas.
DIRECTOR OF PUBLIC WORKS
Rob had to have work done on the snow plow in the middle
of the big snow storm. Decatur Springs had the work done
by Friday morning, broke on Wednesday morning. Rob very
pleased with the response. Also had the plow mount fixed
and had to replace a front tire also.
The snow has kept the streets department busy plowing.
He also cleaned out around the drains this morning so
when the snow starts to melt, the water can run to the
drains.
Rob needs a new bed for the salt truck. The trucks
themselves are in good shape-just need some repairs and
replacements. Rob will look for a used bed for the
truck. State bids are between $56-58,000 for an equipped
truck.
Lift station panel on hold until weather clears up.
CHIEF OF POLICE REPORT
Pat met with the grounds committee and together they put
up a bid proposal and specs. The bid was awarded to
Flaugher Electric. Trustee Songer inquired about the
price of a new siren as the one we have is no longer
being manufactured. Parts are no longer available unless
an old one can be found.
Pat attended a seminar in St. Louis and received a pair
of special binoculars that were attained from a grant.
These particular grants are geared towards small
departments.
Everything about set for the open house on Saturday,
Feb. 24th.
NEW BUSINESS
Candy Wilderman asked the Village for help in sponsoring
her child for a baby contest. The Village does not
sponsor individuals but did appreciate her coming in to
ask.
Judy Tuvell was present and asked for financial help
with the Fathill Fest this summer. She also asked about
closing part of Wait Street for concessions and the
washer tournament. She had no set amount for a donation
as there are funds left from the sesquicentennial.
Trustee Shoraga made a motion to donate the same amount
as last year, $1,000, with a second from Trustee Forbes,
all yeas.
OLD BUSINESS
Atty. McCarty has sent a letter to resident concerning a
June 1 deadline to vacate a building.
Drainage-Final payment to Burdick (retainage fee) and be
released. Motion by Trustee Williams, second Songer, all
yeas to pay the balance of Burdicks bill.
Engineer Dave Happ also closed out the paperwork for MFT
for 2006. A resolution was passed by the Board for
$45,000, an estimated $40,000 was needed and an actual
$35,000 was spent. IDOT puts $4500 back into the
account.
TIF-contact with Mr. Schuering to set up a Special
Meeting for finalization plans.
ESDA Siren-Atty. McCarty will set up a lease agreement
with the Fire District for the spot where the ESDA siren
will be placed.
Mediacom-no contact with them as yet.
A form was sent from IDOT for a resolution for closing
highways if needed for parades. This resolution is good
for one year. Motion to pass resolution made by Trustee
Ritchie, second Songer, all yeas.
TRUSTEES REPORT
Trustee Shoraga- Property on Hunt Street (old Illinois
Power building) needs cleaned up. Also everyone received
a letter from the fair regarding the beauty pageant
donation and also a letter regarding computer software
upgrades for the general ledger, payroll, and checkbook.
Trustee Morris-questions about burned house on Hunt
Street. A contractor has been to the Village office in
regards to questions concerning water and sewer lines.
He has been hired by the insurance company to demolish
the house but has to wait for weather conditions to
improve.
Trustee Ritchie- heard lots of good comments about snow
removal.
Just a reminder-the open house for all Village offices
will be held on Saturday, Feb 24th from 1-4 PM.
