The monthly meeting of the Mayor and the Board of
Trustees of the Village of Cerro Gordo met at 7:00 pm at
231 East South Street. The following members were
present: Mayor Lyle Shoraga, Trustees Brad Williams,
Mick Tirpak, Dick Seitz, Ron Price, and Shamarie Allen.
Also present were Atty. Colette McCarty, P.C. Pat
Carter, Assist. D.P.W. Mark Blickensderfer, Treasurer
Cris Perry, and Clerk Linda Ash. Trustee Dennis Ridgeway
was absent.
The meeting was called to order at 7:00 by the mayor.
The first order of business was the Public Forum.
Resident C. Eads wants the village to contact the States
Attorney's office to instruct personnel on how to
conduct a meeting and a closed session.
S. Grote, acting as chairman for the CG Post Prom
committee, asked about a donation as a follow-up to a
letter received by the mayor.
S. Hayes from Hope Welty Library expressed interest in a
Farmers Market to be sponsored by the library and was
asking if the Village would be interested in helping to
sponsor said endeavor.
Minutes were read and approved on a motion by Trustee
Williams, second Tirpak, all yeas.
CLAIMS REPORT
A list of additions and a revised copy of the claims was
handed out to all trustees by Clerk Ash. The monthly
bills for Ameren IP and Verizon have not been received
yet due to the early date of the meeting. Clerk Ash
would like to pay them when they are received. Motion to
pay claims was made by Trustee Tirpak, second Seitz.

TREASURER'S REPORT
All CD's have been taken care of-new CD's need to be
signed. The next ones mature in July. Motion to approve
the financial report made by Trustee Williams, second
Tirpak, all yeas. The mayor reported that the sales tax
has doubled since the same time as last year.
There are no adjustments for this month. Ed Horton, our
programmer was here, and along with Cris worked on some
adjustments. She needs to get Vista off her computer and
have Windows 7 added in its place. We are not able to
use our PC Anywhere program with Vista and this is vital
for updates and troubleshooting. Trustee Williams will
secure the program.
PUBLIC WORKS REPORT
Rob is ill to day and is unable to attend the meeting.
The leak under the highway has been fixed. It was not a
main break but a service line. When questioned why
Burdick was called in to help with the job, Mark
responded that the Village does not have the necessary
equipment to cut through the concrete and it was also in
a bad area in regards to traffic. Rob has also received
an estimate to rebuild the brine pump. Meters are being
read this week.
CHIEF OF POLICE REPORT
Chief Carter passed out activity reports for Cisco and
Cerro Gordo. The department worked 12 hours in Cisco for
a profit of $244.28. The Cerro Gordo report showed 98
calls for assistance, 18 traffic stops, 6 traffic
citations, 2 village ordinance citations, 6
written/verbal warnings, and 1 criminal arrest. IDOT has
asked if the department would be interested in
participating in the “Ticket or click-it” program. IDOT
would pay for a portion of the PD salaries. Pat has
prepared a resolution for the purchase of state and
federal surplus items. This resolution involves the
entire Village-any department can participate. Motion
made by Trustee Williams to pass the resolution, second
Price. Roll call: Trustees Williams, yea, Ridgeway,
absent, Tirpak, nay, Seitz, yea, price, yea, and Allen,
yea.
OLD BUSINESS
Edwards Property-talked to archives department. They
claim they can help. Will get forms filled out and
hopefully we will receive the information we need. Adams
Street-we can send certified mail and go from there. No
one is sure of her location.
Madison St.-owner is in hospital in Springfield. Chief
Carter served L. House with a notice to abate the
property. There have been several complaints of the mess
outside the home. May have to get a crew to clean up the
mess.
Drainage-No update. There will be a drainage meeting on
Wed, Mar. 17, 2010 at 10:00 am in the Village Hall. The
Village needs to be in contact with the drainage
district for further discussion. There will also need to
be an agreement with the drainage district and the
Village in regards to maintenance.
TIF-Colette has been in contact with Julian at EDR in
regards to certification and reports, maps and boundary
lines.
Code of Ordinances-One company-Sterling Codifiers has
expressed an interest in the project. American Legal
publishers estimated a cost of $5,000-$6000 for the
entire project, online capabilities included. This could
be budgeted over two years. She has heard nothing from
Illinois Municipal League.
Mayor Shoraga has received a letter from the post-prom
committee asking for a donation for the prom. This will
be on the agenda for next month.
A motion was entered to move to closed session, 120/2
C-1 for personnel, by Trustee Allen, second Tirpak, all
yeas, at 7:40pm.
Regular session resumes at 8:15 on a motion by Trustee
Allen, Price, all yeas. A motion to pay Pat for a week
of vacation was made by Trustee Williams, second Tirpak,
all yeas. Pat will be working during this time.
Health insurance -vote on freezing amount paid currently
on health and dental, dependent on family or individual.
Any increases will be paid by the employee. Motion made
to freeze insurance was made by Trustee Williams, second
Tirpak, all yeas.
Copies of resumes of job applicants will be issued to
trustees prior to special meeting. This meeting will be
held on March 22, 2010 at 7:00 pm.
TRUSTEES REPORT
Trustee Tirpak has been driving around, he would like to
work with the MFT engineer. Curbing needs work in
several places, grade school area, fence by the football
field, bars on drainage pipe by the football field,
estimate on drainage for Lincoln St., KVC Apts need to
get parking fixed. Before construction begins, the
Village should be contacted. Need culverts in some
driveways. Vehicle at Agar's-attorney is to talk to
insurance carrier.
Trustee Allen-estimates for pergola. Concrete is the
biggest expense. Contact the high school building
program about building the pergola.
A budget meeting will be held April 7 at 10:00 am with
the finance committee and department heads. No further
business was conducted and the meeting adjourned on a
motion by Trustee Allen, second Price at 8:34 pm.
