The monthly meeting of the President and the Board of
Trustees of the Village of Cerro Gordo met at 7:00 pm on
April 20, 2009. The meeting was conducted at the
Municipal building. Those present were President Jim
Morgan, Trustees Brad Williams, Lyle Shoraga, Terry
Lovekamp, Carol Huff, and Ron Price. Trustee Mike Songer
was absent. Also present were Atty. Colette McCarty,
D.P.W. Rob Bratton, P.C. Pat Carter, Treasurer Cris
Perry, and Clerk Linda Ash.
The meeting was called to order and the public forum
held. R. West asked about a strip of asphalt being laid
at the firehouse the next time the Village has any work
to be done. Rob informed Randy that Dunn will be in town
Wed. to do some patching but they will be back later
this summer for some work. Rob will notify Randy when
that will be.
J. Sochor asked about drainage down by his house. The
engineer will be in town and he and Rob will look at the
area and what can be done.
R. Anklam presented the applications for the Fair for a
liquor license for the fair. These will be two(2)
three(3) day permits. One for June 23, 24, 25 and one
for June 26, 27,28. The Board will vote on those next
month.
Minutes were read and approved on a motion by Trustee
Lyle, second Ron, all yeas.
The claims report was reviewed and approved on a motion
by Trustee Lovekamp. Second Shoraga, all yeas.
Treasurer's Report
Adjustments were requested by N. Morganthaler, T.
Chapman, S. Earles, C. Redding, and M. Linn. Only two
applications have not been signed. Motion to approve the
adjustments that have been signed made by Trustee
Shoraga, second Williams, all ayes. Motion by Trustee
Williams, second Lovekamp to approve treasure's report,
all yeas.
Director of Public Works
The water tower is done and has been painted inside and
out. It will be back on line next week. He will be
taking some samples for testing before putting on line.
The tank looked really good on the inside-looks no worse
than it did 12 years ago when it was painted. It will be
cleaned out every two years. Dunn Company will be here
on Wednesday to repair the highway, fix some cuts on
Carter, and rework some approaches on Lincoln Street.
Chief of Police Report
Calls for the month are back up. The officers will start
traffic enforcement soon.
Cisco report-Larry Leischner is on light duty due to a
knee problem. The profit for the month for Cisco is
$687.67.
The grant is in for a new squad car and there are no
other grants available at the time for any equipment.
Old Business
The variance meeting for the fair board is on April 22.
The Board can act on the recommendations at a special
meeting if they so desire.
Drainage problems at J. Sochors' were discussed. Rob
will get with the engineer to see if a ditch along the
Orchard will help any.
CDAP grant and resolution: Resolution #22 calls for a
resolution to approve spending $20,000 to get $120,000
for a design grant for water mains. Motion to approve
was made by Trustee Shoraga, second Williams. Roll call:
Trustees Williams, Shoraga, Lovekamp, Huff, Price, all
yeas, Songer, absent.
The Library drainage project is on hold for now.
Casey's liquor license. Motion to move to liquor
commission made by Trustee Williams, Lovekamp, all yeas.
Atty. McCarty has looked over the application and
everything is in order. Motion to approve liquor
application for Casey's made by Trustee Williams, second
Lovekamp, all yeas. Motion to return to regular session
made by Trustee Price, Huff, all yeas.
New Business
Out of town water service moving slowly
Budget
The total budget is over a million dollars. The village
would be over $300,000 in the hole if we spend
everything in the budget. At the end of April, the
Village can get a better look at what was spent over the
year. It has been 2 years since the last water increase
Motion to approve the budget was made by Trustee Shoraga,
Williams. Roll call: Trustee Williams, Shoraga, Lovekamp,
Huff, Price, all yeas, Songer, absent.
Matt Williams is present as a Cub Scout representative.
The scouts would like to order two GPS systems. These
are hand held devises that they would use for camping,
hiking, use for badge work. They cost $125 each and they
would like to purchase two. Resident Dennis Ridgeway
stated that he had one he would donate to the scouts.
Motion by Trustee Huff to purchase one for the scouts,
second by Price. Roll call: Trustee Williams, Shoraga,
Lovekamp, Huff, and Price, all yeas, Songer, absent.
Parade resolution # 23 was presented for passage. This
resolution is yearly and is needed in case the Village
ever has a need to close a highway for parade purposes.
Motion to pass made by Trustee Williams, Shoraga, all
yeas.
No trustee report
The property at 115 S. Adams is not owned by M. Lynch.
She is looking for the deed and will go to the
courthouse next.
The board moved to closed session at 7:40 pm on a motion
by Trustee Lovekamp, second Huff to discuss salaries
120/2 (c) 2.
Regular session resumed at 8:30 pm. A motion was entered
by Trustee Williams that full time employees be given a
3% increase, part time police officers .50 an hour
increase, J. McCarty $1 raise and remain part time, and
L. Ash raise on collectors salary, second Lovekamp. Roll
call: Trustees Williams, Shoraga, Lovekamp, Huff, and
Price, all yeas, Songer, absent.
The clerk will check on mayor's salaries for villages of
similar size to Cerro Gordo.
A motion was made by Trustee Williams, Lovekamp, to
release closed session minutes as advised by the
attorney, all yeas.
No further business came before the board and the
meeting adjourned on a motion by Trustee Shoraga, Huff
at 8:42 pm.
