Minutes for the Village of Cerro Gordo

May 17, 2010

The monthly meeting of the Mayor and the Board of Trustees met on May 17, 2010 with the following members present: Mayor Lyle Shoraga, Trustees Brad Williams, Dennis Ridgeway, Mick Tirpak, Dick Seitz, Ron Price, and Shamarie Allen. Also present were Attys. Colette McCarty and Susan Nicholas, P.C. Pat Carter, Treasurer Cris Perry and Clerk Linda Ash.

The meeting was called to order at 7:00 and adjourned sine-die. The meeting re-adjourned on a motion by Trustee Seitz, Tirpak, all yeas. Committees will stay the same for the next fiscal year. They are as follows:

  • Water: Shamarie Allen, Brad Williams
  • Finance: Brad Williams, Dennis Ridgeway
  • Sts. And Alleys: Mick Tirpak, Ron Price
  • Public Grounds: Dick Seitz, Shamarie Allen
  • Ordinances: Dennis Ridgeway, Mick Tirpak
  • Sewer: Ron Price, Dick Seitz
  • Police: Mayor
  • Fire and Public Health: Entire Board

A public forum was called and the following presented views:

50. Steen reported on weeds, a hole in a tree, and asked that stop signs be turned around on Wait and Adams Streets,
500. Flaugher asked about a donation to the CG Youth League. There are several repairs that need done at the ball park,
100. Evans asked what was being done with the house on Madison St,
S. Hayes asked about a donation to the summer reading program at the local library. She also stated that she would be in charge of a Farmers Market if approved by the Board to allow it to be on Village property.

Treasurer's Report

Financial-CD due in July. Programmer Ed Horton was here and helped get the double entry in March fixed. The year has been closed. Motion to approve the financial report made by Trustee Williams, Seitz, all yeas.

There are four request for adjustments, one is shut off. Motion to approve adjustment pending signatures on request made by Trustee Seitz, Ridgeway, all yeas.

Chief of Police Report

Cisco report-only patrolled 6 hours, there were commitments in Cerro Gordo, total profit for the month was $123.61

C. Kelley was served by the Kentucky police on May 14, 2010 The new officer is signed up for training, supplies ordered and ready to go in June. In CG, there were 132 calls for assistance, 9 criminal arrests, and traffic citations.

Old Business

Drainage-submitted package to Trent Brandenburg. Looking at the impact on the ditch. The engineers are looking for approval on depth and lineage of sewer from the drainage district. The engineers also submitted a contract to the Village-the amount is consistent with the original design. Items to be done soon are 1.secure agreement with Drainage District #1, 2. seek assigned easements,3. Intergovernmental agreement, 4. where detention pond will actually go, land acquisition of pond area. The board will also need an agreement of where material from the pond will go. Dennis Cummins with Foth is helping on this project.

Lincoln St project-2 bids received, one from S&S and one from Burdick. Discussion was aimed at doing the project ourselves. Table this for now.

Edwards Property-received the docket sheet from Springfield. Did not file Chapter 7 bankruptcy. On the final bankruptcy decree- looking for more information.

Code of ordinances-Will need copies of all ordinances, plus a copy of the current code. Notify Colette when done.

New Business

IMRF resolution-anyone can qualify for IMRF. Clerk and treasurer would benefit. Trustee Williams would like anyone who wants to join to be able to do so. Motion made by Trustee Williams to pass resolution, second Allen. Roll call: Williams, Ridgeway, Seitz, Price, and Allen, yeas, Tirpak, nay.

Chickens, rabbits, and fowl are already allowed under our current ordinance but the board may want to modify that. Also look at dog ordinance and how to enforce a “clean-up” after your dog phrase.

Motion to move to liquor commission made by Trustee Ridgeway, Allen, all yeas. Casey's application is in order. Motion to approve subject to dram shop insurance on motion by Trustee Williams, Tirpak, all yeas. Motion to end liquor commission, Ridgeway, Allen, all yeas.

Trustee Report

Ridgeway asked about the fence at the ball park

Tirpak-complimented work on streets.

Allen-speed bumps at Gordy park. Look into portable bumps.

Williams-mowing weeds, overgrown yards. Raise rates possibly.

Cris will be gone on vacation from June 7-11. No attorneys report. Mayor Shoraga read a letter from Jim Morgan stating that the fat Hill Fest committee approves the sale of alcohol during the Fat Hill Fest.

A special meeting may be needed to approve the special license for the American Legion. Clerk Ash reported the was already approved but would check into it. If not a meeting will be scheduled for May 21, 2010 at 6:00 pm. Need to include a letter with application including number of entrances address for empty lot, and age control.

No further business came before the Board and the meeting adjourned at 8:40 pm on a motion by Trustee Tirpak, second Seitz, all yeas.
