JUNE 30, 2008
A special meeting was held on June 30, 2008 in the
Municipal Building with the following members present:
President Jim Morgan, Trustees Brad Williams, Lyle
Shoraga, Terry Lovekamp, Carol Huff, and Mike Songer.
Also present were Atty. Colette McCarty, P.C. Pat Carter
and acting clerk, Cris Perry. Trustee Ron Price and
Clerk Linda Ash were not present.
The meeting was called to order. The mayor addressed the
Board about the upcoming CIMOA meeting to be held on
July 17 in Monticello, IL. Reservations need to be
turned in by July 10 to the city of Monticello.
Appropriations Ord. #529.
This is an ordinance reported to the county for the
monies that may be spent in the fiscal year. The
appropriations ordinance will project more than the
Village will spend. The budget is in order before the
ordinance is created. This ordinance needs to be filed
with the County by the end of July. There are several
errors to be corrected first. Among those are: Page 8
end-2009 not 2006, Mayor's salary $1800, page 2-total
administration is $288,460.00, page 5 total general Fund
is $651,335.00, page 9 summary of General Fund is
$651,335.00, and total appreciation is $1,880,735.00
Motion to approve Appropriations Ordinance 529 with
corrections made, was made by Trustee Shoraga, second
Williams, all yeas.
Nuisance Ordinance
Colette feels that board should get a collective idea on
what they would like to accomplish for the Village. The
Board needs to get (1) the wording of the ordinance and
(2) what we cannot control as a public body because
nuisance is basically a public health and safety issue.
It does not have to do with aesthetics as far as
something we think looks nice or doesn't look nice. Then
come together as a Board to what your goals are and what
you wish to accomplish. You then take the concerns of
the people with their property, or their neighbor's
property, and the concerns of the Police Department. Set
a special meeting to go around town as a Board and write
down your concerns. Trustee Shoraga liked the idea of
the study session to come up with a right or wrong. A
special meeting is set for July 14, 2008 at 7:00 P.M.
This is open to the public, as all special meetings are.
The fair ground is zoned residential. This needs to be
legally zoned for cattle and equipment. This has to go
before the zoning board even for a special use. This
will be put on the agenda for the next monthly meeting.
Golf Cart proposed ordinance. Any one interested will
have to fill out an application, register, and apply for
a permit for the golf cart. This will be done by the
Cerro Gordo Police Department. A visual inspection will
be done at the time of the application. The cart will
have to be equipped with head lights, as well as tail
lights that are visible for so many feet. A permit will
have to be affixed to the cart. No streets are
restricted at this time but are to be only in use from
sun up to sun down. The Village will need to check into
any required signs that will be needed to be posted.
When you pick up your permit, a copy of the ordinance
will be given to you. Motion was made by Trustee Shoraga
to approve the golf cart ordinance, second By Trustee
Lovekamp, all yeas. This is ordinance number 530.
Rob has met with the engineer about the drainage problem
at the south edge of town.
Prevailing wage Ordinance #531. Public bodies have to
certify to the state and make it known to the people
they contract with, that those contractors are required
to pay the prevailing wage. The Department of Labor set
those rates on the different categories. We have to
update the prevailing wage every year. Motion to approve
the prevailing wage ordinance made by Trustee Williams,
second Songer, all yeas.
Chief of Police Pat Carter reported no problems with the
beer tents at the Fathill Fest and none at the Fair. He
would like the ordinance committee to look at the
adoption of a noise ordinance. We currently do not have
such an ordinance that says you have to be quiet after
10:00 P.M. He would also like to draw up guidelines on
how to operate beer tents in the future, specifically,
where people can drink outdoors.
Liquor License-Did not find anything that states where
we cannot charge different fees for beer, wine or beer,
wine and hard liquor. Casey's has requested our tax
number so they can pay taxes and the engineers have
contacted the state for approval of entrance and exits
to the property.
No further business to be discussed and the meeting
adjourned at 8:35 on a motion by Trustee Huff, second
Shoraga, all yeas.
