Minutes for the Village of Cerro Gordo

SEPTEMBER 17, 2007

The monthly meeting of the President and the Board of Trustees met at 7:00 p.m. at 231 East South Street in the Municipal Building. The following members were present: President Jim Morgan, Trustees Brad Williams, Lyle Shoraga, Rod Forbes, Carol Huff, Ron Price, and Mike Songer. Also in attendance were Atty. Colette McCarty, P.C. Pat Carter, D.P.W. Rob Bratton, Treasurer Cris Perry, and Village clerk, Linda Ash.

The meeting was called to order. Minutes were read and approved with a correction in the Public Forum. The name Jerry Morris was wrong, as it should be Jerry Mosback. Motion to approve minutes with correction was made by Trustee Williams, second Shoraga, all yeas.

CLAIMS REPORT

The sidewalk ramp in front of Judy’s Kitchen is completed and looks really nice. The clerk needs to change the $230 fee to A7C from the Public Works fund to the Water fund. Motion to approve claims made by Trustee Shoraga, second Price, all yeas.

TREASURER'S REPORT

One adjustment request. Motion to approve adjustment made by Trustee Forbes, second Shoraga, all yeas except Williams, abstain. There were no questions in regards to the treasurer’s report. Motion to approve Trustee Williams, second Huff, all yeas.

DIRECTOR OF PUBLIC WORKS

Rob reported that the water tower had been inspected and it looks good on the inside. It will be scheduled for a repaint in 2009. He should receive the official report later this week and he will secure an estimate for the repaint job.

POLICE REPORT

Pat handed out activity reports for Cerro Gordo and Cisco. Total billed and received by Cerro Gordo for Cisco was $740.00 with a profit of $496.86 for Cerro Gordo. The South side of the Village is done with ordinance violations and that netted the Village $300.00. Football games will be charged $20 per hour per officer. Officer Mudd is keeping track of animal complaints-hours spent, cost to the pound, etc.

Pat heard some complaints about parking motorcycles and cars on the sidewalks. There were also some questions about trailers parked on boulevards.

OLD BUSINESS

Colette just coming back to work after a lengthy illness. She will be able to address these issues next month

TIF public meeting will be held on Wednesday, Nov.7 at the Masonic Hall.

NEW BUSINESS

President Morgan appointed Leslie Adams to the park board to replace Tom Van Matre. Motion made by Trustee Williams to accept appointment, second Forbes, all yeas.

P.C. Carter asked if the Village would be willing to pay the car license fees for Officer Leischner for his police car. Also there was a question of reimbursement to Rob and Mark for their CDL license. They only need the CDL endorsement for Village vehicles. Motion by Trustee Williams to pay the difference between a standard license and the CDL for Rob and Mark, second Shoraga, all yeas. Motion by Trustee Williams to reimburse Officer Leischner for his car tags on a year to year basis as long as the vehicle is used expressly for CGPD and training, second Shoraga, all yeas.

President Morgan read a letter from business owner Tony Hyde thanking Chief Carter to help with the delivery of some expensive fabric.

The board heard and discussed the possibility of changing the reconnect fee and penalty fee on the water bills. The water committee would like to increase the shut off fee from $25 to $50 and instead of a 10% penalty each month, use a flat $20.00 fee. There are too many late payments made each month and too many on the shut off list each month. All ideas are just across the board right now. The treasurer needs to talk to the computer programmer about the possibility of multiple penalty calculations.

TRUSTEE REPORTS

Trustee Shoraga-many properties in disarray-old filling station, old telephone building to name a few. Vulgamott and Timmerman are currently working on their buildings.

A representative from Casey’s was in town. They appear to be interested in the Price gas station location and are still looking.

Colette can find nothing specific in regards to objects parked on the boulevard in the ordinance book.

Pat has been approached by a group of kids about the possibility of having a barbeque grill uptown some evening. This would be in the commons area. Willing to give it a trial basis.

Nothing further to report and the meeting was adjourned at 8:08 p.m. on a motion by Trustee Forbes, second Shoraga.
