SEPTEMBER 18, 2006
The monthly meeting of the President and the Board of
Trustees met on September 18, 2006, at 7:00P.M., in the
Municipal Building. The following members were present:
President Jim Morgan, Trustee Brad Williams, Lyle
Shoraga, Rod Forbes, and Don Ritchie. Trustee Mike
Songer arrived later in the evening and Trustee Jerry
Morris was absent. Also present were Atty. Colette
McCarty, P.C. Pat Carter, D.P.W. Rob Bratton, Treasurer
Cris Perry, and Clerk Linda Ash.
Minutes were read and approved.
PUBLIC FORUM
Randy West has applied for an ISO test through the
district. The purpose of the ISO test is to determine
the fire insurance ratings. Previously went from an 8 to
a 6. The lowest rating we can achieve is a 4 rating.
There are no upgrades for the water mains in the future.
Gary Shafer asking about the sidewalk across Lincoln
Street railroad. He also asked about the ESDA siren.
Nothing can go forward until the Village receives
written approval from Mediacom.
CLAIMS REPORT
Hold R.D. McMilllen’s bill for further scrutiny. Also
change Flaugher Trucking line item number from sidewalk
maintenance to street maintenance.
Motion to approve claims report made by Trustee
Williams, second Shoraga, all yeas.
TREASURER’S REPORT
Penalties are up and running. The bills reflect
penalties for the current month and not the total. That
will have to be corrected, possibly by reprogramming the
software to reflect the changes. Two adjustments are
requested, the Bank and rental property belonging to
Terri Lovekamp. Both leaks have been fixed, and the
forms have been signed. Motion to approve adjustments
made by Trustee Ritchie, second, Forbes, all yeas. Two
shut-offs from last month are on this month
The Mediacom access channel not working and can’t get
anyone to come out to work on it. Colette will check
into their contract.
DIRECTOR OF PUBLIC WORKS
The bus lane has been paved twice. It still holds water
and will as it is lower in the middle. The only way to
get rid of all the water at once is to put in an intake
line.
Sidewalks start tomorrow weather permitting. Rob
received a bid to put in an inlet at Monroe and
Wait-already jetted out manhole-and will add some
curbing and piping. Time and material basis not to
exceed $2950. This is for the southeast corner by the
preschool. Motion to approve bid from Burdick’s made by
Trustee Williams, second Ritchie, all yeas. In other
business, an upgrade to the Franklin Street lift station
will cost $7358. to finish out. Rob will try to get this
done before winter. Motion to finish lift station made
by Trustee Ritchie, second Forbes, all yeas. The
basketball courts and tennis courts are done at Born
Park.
CHIEF OF POLICE REPORT
P.C. Pat Carter passed out reports for June, July,
August, and September to date. Criminal activity is down
but traffic citations are up. Pat has been contacted by
Ameren IP to check out the siren location..
Ordinance enforcement will be compiled over the weekend
and will start on Monday. If any one has any complaints
they would like to file, they need to be referred to
Chief Carter.
The office desks are to be shipped on Oct. 2 and a
camera has been ordered.
OLD BUSINESS
Alley-working on easements, they will be sent out in
bulk.
Old Vulgamott building-nothing from Galen Handley
Drainage-several residents report no water under their
houses since the drainage was put in. Lots of good
comments heard.
TIF-Colette has talked to Mr. Schuering about the
annexation process. Galen and Maralynn Heckman are also
interested in the TIF district. Their property could
possibly be used for senior citizen housing.
Vermin control-There is a lot of paperwork involved in
this and the Board decided to table this for now.
NEW BUSINESS
Computer maintenance needs to be done on the office
computers at the same time. We have been having some
difficulties lately, mostly with the printer. It has
been suggested that Matt Williams come in once a month
and check the computers for upgrades, virus control,
etc. When the police computer is up, he will take care
of all the computers. This service will require
approximately 4-5 hours per month and the cost would not
exceed a maximum of $100.00. Motion to approve Matt for
maintenance made by Trustee Shoraga, second Ritchie.

carried.
TRUSTEES REPORT
Shoraga-received complaints about Smith property again
Forbes-received several good comments on drainage
project
Ritchie-received information from Kathy Whitted about
Christmas on the Hill. The parade will begin at 10:00
A.M.
A response from Fire Chief Randy West concerning working
with the ESDA director for Cerro Gordo was made.
Motion to adjourn at 8:28 for a closed session 120/C-2
for personnel was made by Trustee Shoraga, second
Forbes, all yeas.
Regular session resumed at 8:40. There was no further
business discussed and the meeting was adjourned on a
motion by Trustee Williams, Second Songer.
