The monthly meeting of the Mayor and Board of Trustees
was held on Oct. 19, 2009 at 231 East South Street.
Those in attendance were: Mayor Lyle Shoraga, Trustees
Brad Williams, Dennis Ridgeway, Mick Tirpak, Ron Price,
and Shamarie Allen. Also present were Atty. Colette
McCarty, D.P.W. Rob Bratton, P.C. Pat Carter, Treasurer
Cris Perry, and Clerk Linda Ash. Trustee Carol Huff was
absent.
The meeting was called to order at 7:00pm. No one signed
up for the public forum.
Claims Report
The Verizon bill needs to be paid and Glass Specialty
will need to be corrected. Liability insurance through
Il. Municipal League is up $1049.21. Motion to approve
claims made by Trustee Williams, second Ridgeway, all
yeas.
Treasurer's Report
Financials - No CD's due until next year. A credit
collector talked to Cris about setting up an account
with the Village. The financial committee will discuss
this and report at the next meeting. Motion to approve
the financial report made by Trustee Williams, second
Price, all yeas.
Director of Public Works
The house at the corner of Franklin St. and S.
Washington has been torn down. Special thanks to Dave
Rawlings and Dick Buckley for their work on this
project.
Changed the filters at the sewer plant. Getting things
ready for winter. The plows and trucks are ready.
Chief of Police Report
Department reports for Cerro Gordo - 101 calls for the
month. The Cisco reports shows $580 for the month.
Estimate to have the car window replace is $700.00
R. West conducted a safety check at Quality Apartments
and found many that did not have fire alarms or carbon
monoxide alarms. Pat can contact the owner and pass this
information on to her.
Old Business
Edwards plant-treasurer, attorney, and state's attorney
will meet to discuss the building the week of Nov.2
S. Adams property-could be a test case. Colette can
prepare a civil summons and then wait to see what the
judge will do.
Drainage - Mayor Shoraga met with two property owners.
Their preference was for tile and opposed to open
drainage. Next step is to look at some drawings-scope.
Tom will work up some specs, cost. Lyle also talked to
members of the drainage district. Their concern was that
they are not familiar with the plan. A special meeting
will be held Nov. 2 at 7:00 pm to further discuss the
drainage project.
No grant announcements have been made yet. If nothing is
heard by October/November, then we will have to wait
until February.
New Business
Donation to the aquafier group will be tabled for now.
Shamarie asked about partnership cards from Casey's to
help fund the skate park. The Village cannot sell these
but a non-profit group can. Shamarie will bring it up to
the regional development committee. She has also been
working on the commons area to come up with a plan to
clean it up. They would like to remove some bushes, put
up a pergola, set up a message center, list of Village
past presidents, and more benches.
Trustees Report
Trustee Ridgeway talked to Pat concerning ordinances.
Trustee Tirpak reported a light out at the end of N.
Madison St. Wanted to know why the golf cart ordinance
wasn't changed yet. The police were waiting for a
traffic safety study on Rt 32 by Casey's. Also, every
time an ordinance is changed, it has to be published and
then wait 10 days until it can go into effect. Mick
emphasized that nothing was getting done but all he had
to do was make a motion to change the golf cart
ordinance and put it to a vote. Failing to do so,
Trustee Ridgeway made a motion that the time limit be
extended to 10:30pm and a suspension restriction of 22"
from the floorboard. Tirpak second, all yeas. Mick also
had concerns about the parking in front of KV
Apartments. He would like to see them park on the North
side of apartments and not on the West side-Jefferson
St. This is turned over to the street committee and they
are responsible for contacting Mr. Austin.
Mayor's Report
Nov.11 (Veterans Day) will be celebrated at the Cerro
Gordo High School with activities beginning at 8:30am.
The public is invited to attend.
The mayor also received the water rate analysis from
Clancy and Associates. It is available for anyone to
look at.
A special meeting will be held on Nov. 2, 2009 at 7:00
pm to discuss drainage and sign the golf cart ordinance.
No further business came before the board and the
meeting adjourned on a motion by Trustee Ridgeway,
second Williams, all yeas.
