The monthly meeting of the President and the Board of
Trustees met on Monday, Oct. 20, 2008 at 7:00 pm in the
Municipal Building. Those present were President Jim
Morgan, Trustees Brad Williams, Lyle Shoraga, Terry
Lovekamp, Ron Price, and Mike Songer. Trustee Carol Huff
was not able to attend. Also present were Atty. Colette
McCarty, D.P.W. Rob Bratton, P.C. Pat Carter, Treasurer
Cris Perry and Clerk Linda Ash.
The meeting was called to order. No one signed up for
the Public Forum.
Minutes were read for the Sept. 15 meeting and the
Special Storm Drainage Meeting. The storm drainage
meeting was well attended. Motion to approve all minutes
was made by Trustee Shoraga, second Songer, all yeas.
CLAIMS REPORT
No additions to the claims report were made. Motion to
approve claims and pay the bills was made by Trustee
Williams, second Price, all yeas.
TREASURER'S REPORT
Cris has several adjustments this month. B. Maple,
signed form, V. Christie, signed the form, T. Lovekamp,
did not sign form. Cris figured a 1, 2, and 3 week
adjustment for Terry’s apartment. A motion to approve
all adjustments that have been signed and approve
Terry’s upon his signature was made by Trustee Williams,
second Shoraga, all yeas. The house on Jackson Street
owned by D. Wright has had the meter pulled. Water
service cannot be turned on until the entire bill has
been paid. Wright still owes over $600.00
Motion to approve the treasurer's report was made by
Trustee Shoraga, second Lovekamp, all yeas.
DIRECTOR OF PUBLIC WORKS REPORT
Rob has received the signed paper for the Vulgamott
building-it will be torn down at the end of the week or
the first of next week.
Rob has the new pump for the lift station. He had to
order a box for the capacitors and they are not changed
out yet. The basket is still catching a lot of
materials-it needs to be emptied out twice a week. It is
a lot easier to pull with the new guide rods.
Curbing has been replaced at Monroe and Hunt, and Monroe
and South Street. There have been several places filled
in, and a new sidewalk will be poured that crosses the
railroad track at Madison Street. The sidewalk on
Abraham is completed. Still waiting for the permit from
the state for the water line under the highway at the
old Price service station.
CHIEF OF POLICE REPORT
Pat reports that calls are up for the month-118 for
assistance. Cisco report shows a profit of $598.23 for
the month. Price of gas is down and that resulted in a
little savings.
NEW BUSINESS
Computer Techniques was present tonight. They are taking
over the One Eleven internet business. They are looking
for a location for their equipment that would serve the
entire town and not just certain areas. They would like
to use the water tower for their equipment. If the water
tower is not available, they would have to use the grain
elevator and not high enough for their purposes. The
antennas would be attached to the handrails by u-bolts
and there would be four (4) antennae's. They offer high
speed DSL and the basic package is $45 a month. They
will loan out the equipment to the customers so there is
no extra cost there, and there are no long term
agreements. They will need to run the equipment to
electricity and would need access to that source. If
equipment interferes with village equipment, such as the
radios and transmitters for the water tower, their
equipment will have to be removed. There is work
scheduled for the water tower in the spring. This will
included replacing the ladder and catwalk to be in OSHA
compliance. The tower will also be sandblasted and
painted in the spring.
The contract will specify the number and size of the
antennae, beef up number eight (8) of proposal, if
interference-right to remove, pay a lease of $125.00 a
month as the Village will not need their services.
Motion by Trustee Williams to accept contract with
Computer Techniques subject to attorneys approval and
changes suggested. Second by Trustee Shoraga, all yeas.
The lease for the Mental Health Department to use part
of the Village offices was entered into in 2006. This
first agreement called for no payment for rent from the
MHD. The Village will revisit the issue in 6 months and
keep the option of rent open. Motion by Trustee Price,
second Songer to extend the lease for 6 months, all
yeas.
OLD BUSINESS
Edward's property-Monday is tax day. Wait and see if
anyone bids on it, County claimed they would buy
properties and re-facilitate it.
TIF-Nothing to report
Drainage-Last two days have seen a crew in town doing
surveys. One area they have to wait for crops to be
taken out so they can try to find the flow.
E-Pay-Trustees Williams and Shoraga met with state
representatives of this program. Two options would fit
the Village. One is to accept credit cards or checks
online for payment or a card swipe in the office. There
will be a 3% fee to the customer and the Village would
have to but the equipment. The basic plan is over the
internet. There will be no fee or charge. All money
received goes into a state money market account and the
Village has immediate access to the funds. Motion by
Trustee Williams to set up a basic E-Pay plan, second by
Trustee Songer, all yeas.
CDAP Grants and survey-Rob will contact FOTH about this.
Casey's-A supervisor was here and reported they would
like to start by the end of the month. Would like to get
building framed up and have the winter to work on the
inside.
TRUSTEE'S REPORT
Lyle-Lots of compliments concerning newsletter but
people have a hard time reading the colored paper.
Suggest we stick with white or pastel colors.
Brad-There is a need for security cameras in the parks
especially. May possible be able to use internet as feed
for cameras. Need a security camera for the PS vestibule
so the emergency phone can be used.
Ill Department of Natural Resources will be discussing a
flood map for Piatt County on Thursday, Nov. 13 at
1:00pm at the County Courthouse. Representatives of the
Village are encouraged to attend.
